Dropbox is blocked. However I have found that the IP address of many hotels still allow access. Best bet is to load a VPN on your device before your trip. I use StrongVPN and ExpressVPN. Lately the more reliable one has been the latter. I use Dropbox every day here in China and can access it fine with either of those VPNs.
